Integrated Reverse Engineering and Technology Assessment Program (IRETAP)

In Support of the Presidential Unsealing and Reporting System for UAP Encounters (PURSUE)

The Integrated Reverse Engineering and Technology Assessment Program (IRETAP) is proposed as a structured engineering, technical, and governance initiative intended to support the responsible evaluation of materials, systems, and information that may become available through the Presidential Unsealing and Reporting System for UAP Encounters (PURSUE) or other government disclosure processes.

IRETAP is founded on established principles of engineering, quality assurance, scientific integrity, public safety, national security, and the rule of law. The program is designed to provide a disciplined process for documentation, verification, technical assessment, independent review, risk evaluation, and standards development. It does not presume the origin, authenticity, or significance of any reported material or information. Every assessment shall be supported by evidence, repeatable analysis, documented methodologies, and appropriate legal authorities.

The objectives of IRETAP are to:

• Establish standardized engineering and technical evaluation procedures.

• Protect national security interests while supporting transparency.

• Develop interoperable technical standards for documentation, testing, and validation.

• Support coordination among authorized federal agencies, laboratories, academia, industry, and qualified engineering organizations, consistent with applicable law.

• Preserve chain of custody, evidentiary integrity, and information security throughout all assessment activities.

• Produce technically defensible findings capable of independent review.

 

Participation in IRETAP shall occur only under applicable federal law, contractual authority, security requirements, and ethical obligations. Nothing within this program authorizes unauthorized access to classified information, controlled technology, government property, or restricted facilities.

As information becomes lawfully available through PURSUE or other authorized mechanisms, IRETAP provides a governance model to transition from disclosure to disciplined engineering evaluation. Public confidence is strengthened not by speculation, but by transparent processes, documented evidence, technical rigor, and accountability.

IRETAP is intended to ensure that any future technological assessment proceeds with precision, responsibility, and full respect for the Constitution, federal law, national security, and the public interest.
