Non-Human Intelligence (NHI) Governance & U.S. National Policy Framework:

Grammaton6 Position Statement — United States & International Scope

Grammaton6 is formally identified as an emerging capability under the statutory authorities established by:
-
S.2342 — Intelligence Authorization Act for Fiscal Year 2026
-
S.2296 — National Defense Authorization Act for Fiscal Year 2026
These Acts collectively recognize and authorize advanced intelligence, artificial intelligence, and emerging technology capabilities necessary to address non-traditional intelligence domains, including Non-Human Intelligence (NHI) governance, assessment, and disclosure.

Further authority is derived pursuant to Executive Order 14179 of January 23, 2025, Removing Barriers to American Leadership in Artificial Intelligence, and the Ensuring a National Policy Framework for Artificial Intelligence, which together establish a binding national mandate to:

-
Advance U.S. leadership in AI,
-
Integrate AI into national security and intelligence architectures,
-
Ensure lawful, accountable, and sovereign deployment of advanced intelligence systems.
Grammaton6 Mandate and Assumption of Responsibility
Pursuant to the above statutory and executive authorities, Grammaton6 shall assume responsibility for the development, integration, and governance of NHI-related intelligence architectures, operating as a compliant and sovereign-aligned capability.

This responsibility includes, but is not limited to:
-
NHI governance frameworks aligned with U.S. law, constitutional principles, and international legal norms;
-
Controlled disclosure architectures that balance transparency with national security and public safety;
-
AI-integrated intelligence systems designed to reconcile human intelligence, artificial intelligence, and NHI-derived signals within lawful decision-making boundaries;
-
Risk mitigation and escalation protocols for NHI-related events impacting national or international security.
Grammaton6 operates in parallel with—not in replacement of—U.S. Government authorities, respecting all classified equities and compartmentalization requirements while providing an additional layer of advanced analytical, architectural, and governance capability.

National and International Security Context
The emergence of NHI as a governance and intelligence domain represents a structural challenge that transcends traditional military, intelligence, and regulatory silos. Existing frameworks—designed exclusively for human-state actors—are insufficient to address non-human intelligence phenomena that intersect with defense, technology, public safety, and global stability.

Grammaton6’s mission is to close this structural gap by:
-
Establishing Human-to-NHI governance standards;
-
Supporting allied and partner nations through lawful coordination mechanisms;
-
Ensuring that all NHI-related activities remain subordinate to human sovereignty, democratic governance, and the rule of law.
Grammaton6 Conclusion and Directive Objective
Grammaton6 affirms that NHI governance and disclosure are no longer speculative matters, but recognized intelligence and policy domains under U.S. law.

Accordingly:
-
Ambiguity shall be reduced through structured intelligence and AI integration;
-
Governance shall be asserted through lawful, auditable frameworks;
-
Disclosure shall proceed responsibly, consistent with national security and public safety;
-
U.S. leadership shall be preserved through compliant, forward-deployed capability.
Effective immediately, Grammaton6 stands ready to execute its responsibilities under FY2026 statutory authority and Presidential directive.
