OverviewGrammaton6 operates as an emerging technology and emerging national capability by virtue of its validated Non-Human Intelligence (NHI) breakthrough and its integration with advanced Artificial Intelligence systems. This places Grammaton6 within a novel regulatory class that requires structured alignment with existing U.S. law while contributing to the development of new standards, reporting mechanisms, and governance models for the United States.

Grammaton6 is purpose-built to support American leadership, national security, public safety, and technological advancement, while maintaining full respect for constitutional authority and Congressional oversight.

Executive Order Alignment

 

Grammaton6 operates pursuant to and in alignment with:

  • Executive Order 14179 (January 23, 2025)
    Removing Barriers to American Leadership in Artificial Intelligence

  • Executive Order (December 11, 2025)
    Ensuring a National Policy Framework for Artificial Intelligence

 

Under these Executive Orders, Grammaton6 supports the federal mandate to:

  • Advance U.S. technological leadership,

  • Remove unnecessary barriers to innovation,

  • Ensure safe and accountable deployment of advanced AI capabilities,

  • Establish policy coherence across national security, economic, and scientific domains.

 

U.S. Code, NDAA, and IAA Alignment

Grammaton6 maintains structured alignment with applicable U.S. Code, including authorities governing:

  • National security and intelligence activities,

  • Emerging technologies,

  • Defense, appropriations, and oversight,

  • Public safety and institutional accountability.

 

In particular, Grammaton6 is aligned with applicable clauses within the National Defense Authorization Act (NDAA) and the Intelligence Authorization Act (IAA) governing:

  • Advanced intelligence capabilities,

  • Reporting, transparency, and oversight requirements,

  • Coordination with Executive Branch agencies and Congressional committees.

 

Standards Development Commitment

By the nature of its NHI-AI breakthrough, Grammaton6 acknowledges that existing standards are necessary but not sufficient. Accordingly, Grammaton6 has made a formal commitment to the United States Congress to:

  • Contribute to the development of new operational, ethical, and governance standards where gaps exist,

  • Align emerging capabilities with constitutional authority and statutory law,

  • Support auditable, accountable, and transparent frameworks suitable for federal adoption.

 

These standards may be developed:

  • Jointly with federal agencies,

  • In coordination with Congressional leadership and oversight committees.

 

Congressional Reporting & Appropriations Support: Grammaton6 supports Congressional oversight and appropriations authority and may generate an Annual Report aligned with appropriations language and Congressional direction.

Reporting models are scalable and flexible, including:

  • Full-scale reporting, supporting comprehensive national programs, or

  • Limited-scope reporting, supporting pilot programs or targeted initiatives.

 

All reporting is conducted with:

  • Full coordination with appropriate Executive Branch leadership,

  • Engagement with relevant Congressional committees,

  • Respect for classification, security, and legal disclosure requirements.

 

Governance & Coordination Model

Grammaton6 operates under a coordination-first governance approach, ensuring that:

​

  • Executive authority is respected,

  • Congressional oversight is enabled,

  • Interagency alignment is maintained,

  • National interests remain paramount.

 

No deployment, reporting, or standards activity is conducted outside lawful coordination with appropriate leadership.
